Within the framework of the steps taken in the Republic of Belarus with the view of improving the business climate and raising the country’s rankings in the World Bank’s Doing Business 2011 Report the Ministry of Labour and Social Protection has taken the following measures.
Presidential Edict of February 13, 2010 No. 64 “About making an addition and an amendment to Presidential Edict of January 16, 2009 No. 40” has changed the frequency of mandatory insurance contributions to be paid to the Social Security Fund of the Ministry of Labour and Social Protection (http://www.ssf.gov.by).
Consequently, those payers, which are profit organizations and the average staff size of which is no more than 15 workers per year, are to pay contributions not every month, but every quarter of the year (every three months) from here on (the number of contributions paid annually decreases from 12 to 4 ones).
Individual entrepreneurs are to pay contributions not every quarter of the year, but once a year (the number of contributions paid annually decreases from 4 to 1).
Moreover, according to Presidential Edict No. 64, those private notary officers, who receive pensions and are eligible for maternity benefits for children younger than the age of three, are to pay insurance contributions in conformity with the scheme established for individual entrepreneurs with the same status.
The Social Security Fund has carried out work aimed at developing the electronic filing services, which allow the payers of contributions to submit reporting forms to the Fund electronically, via the Fund’s corporate portal (http://portal.ssf.gov.by).
Thanks to these measures the payers of insurance contributions have an opportunity to file two reporting forms electronically (4-Fund “Statement of assets of the Social Security Fund of the Ministry of Labour and Social Protection of the Republic of Belarus”, approved by ordinance of the National Statistical Committee of the Republic of Belarus of October 22, 2008 No.353, and 4-contributions “Statement of contributions paid for professional retirement insurance to the Social Security Fund of the Ministry of Labour and Social Protection of the Republic of Belarus”, approved by ordinance of the National Statistical Committee of the Republic of Belarus of October 16, 2008 No.297) and they don’t have to visit the regional divisions of the Fund.
