Occupational safety and health issues are covered by Law of the Republic of Belarus of June 23, 2008 No.356-З “On Occupational Safety and Health”, the Labour Code, the Civil Code, other legal acts, including technical legal acts, which regulate social relations in the sphere of occupational safety and health.
Requirements set out in the sphere of occupational safety and health are to be met by both employers and workers involved in labour relations and also by workers who are not bound by a contract of employment.
For the purpose of protecting workers against professional risks the Labour Code and other legal acts regulating occupational safety and health issues provide special restrictions on doing certain types of work. These restrictions may cover such categories of workers as women, young people under the age of 18 and disabled people.
According to the legislation workers involved in heavy, dangerous and hazardous work are entitled to compensation. Those workers who are employed on the basis of a civil contract are entitled to compensation determined by the contract.
Today efforts are made to establish and implement effective occupational safety and health management systems in organizations, which are aimed at identifying professional risks, providing injury risk assessment, establishing and realizing preventive measures. A set of measures is taken to provide technical re-equipment and modernization of industrial enterprises and to improve working conditions.
Ordinance of the Council of Ministers of the Republic of Belarus of June 29, 2010 No.982 approved the National Target Programme on Improvement of Working Conditions, Occupational Safety and Health for 2011-2015, which identifies main spheres of work in the field of occupational safety and health for the next five years.
In 2011 implementation of the programme resulted in a steady decline in the number of occupational fatalities.
